For Date Elements, when viewing Date and Time or just Time in the Axsy app, the time is displayed in the mobile device's configured time zone. When the user makes a selection for the element, the time zone information is sent back to Salesforce with the Form Response.
Viewing the Form Response on the Salesforce Platform
1. If the time zone information of the mobile device used to fill out the Form is the same as the device (e.g. a laptop or desktop browser) viewing the Form Response on Salesforce, then the time data will display as: "HH:mm:ss"
2. If the time zone information of the mobile device used to fill out the Form is different to the time zone of the device viewing the Form Response on Salesforce, then the timezone will be displayed on the offset from GMT: "HH:mm:ss +/- HH:mm"
If the user fills out a Form on a device in Amsterdam where the local time is '2020-06-26 14:58:29' and then a user using a laptop in London views the Form Response, the user in London will see: '2020-06-26 14:58:29+02:00'
